He has spent. He has spent well over the odds on mediocre players at times. He hasn't been quite as crazy in the last few summers since Chelsea went mad (he hasn't had to, he's spent like crazy in the past so now he's got a great team).. Chelsea has spent more by themselves than all but two entire countries in Europe. They've spent more than any two other clubs in England.... And they're still going.
Of course he spent and as you say sometimes well over the odds for mediocre players, all managers have at some point. We bought Van de Beek and Antony, you bought Nunez and Gakpo. All players that can probably do a PL job for a team but not for teams of the standard they are at.
He's loving it - he's found someone who spends even more ridiculous sums of money than he and thinks it justifies him. Like a serial killer who's murdered five people pointing to someone who's killed ten and saying "Look, I'm not so bad after all". In the same way he tries to manufacture false jeopardy to distract from the fact that he's had every advantage going.
Also didn't break record for a defender but spent like 250m for part of his back line in a year so he's isn't too shy with the money.
He's pointing out that when he spends it produces results, The same can't be said for some other managers.
Of course he isn't, 4 fullbacks at £50m a piece to get it right is not to be laughed at. The thing is he moved the two mistakes out early and put it right to great affect. The man is a great manager and should not be dismissed or ignored.
