In Saudi Arabia the title "Excellency" is a government rank to ministers and high ranking official upon issuing a royal decree by the His Majesty the King. Calling him "His excellency" is essentially like calling him Sir. Some Americans, for example, refer to some knighted folk as "Sir" even though in America it is meaningless and holds no value.
I’ve reiterated this to a number of the dim witted… they’ve no problem with calling old red nose Sir. Different when it’s someone from the Middle East.
To be fair as a brit, Sir, Lord, Lady, Dame, Viscount, none of them hold any meaning or value to me either.
