Loans versus permanent deals are pretty neutral financially so it shouldn't make a difference to signings. I would be happy with the coach wanting to sign a player who he had worked with before because that actually should give him an edge on performance assessment.

Being backed is more than just one player (even if it’s a dud like Richarlison) I would class being backed as giving the manager the power to sell who they want as well as give them new signings. Arteta and Klopp have been backed. I won’t count the managers of the likes of Utd, Chelsea, City and Newcastle as those clubs have unlimited funds.
We were both very vocal (I still am ) at our displeasure at his signing, not just because of the size of the fee for an average player but also his diving antics at Everton but what irks me more than those aspects is that he didn't even need to be £60m's worth of talent, we just needed him to provide an impact when called upon, if he'd had scored about 6-9 league goals from the bench in the league and bagged some in the cups I'd have said he was a successful enough signing... yet we're one game away from May and he's only scored in one game of football for us. We've actually managed to downgrade on Lucas and Bergwijn, though downgrading seems to be "our thing" over the last 4 or so years. Give me back Vinigoal or bring Llorente out of retirement any day of the week. The bit of hope I have with Richarlison is that (for some reason) he has a fairly big reputation in football and I think if we were smart we'd cash in on him this summer as there'd likely be some interest in him.
Why on earth would you give the manager the power to sell who they want? He already has the power not to pick players and tell the DoF that he isn't going to. Whether uwanted players go out on loan or a sold is a purely financial decision.
