Unlike the UEFA investigation, once the findings/rulings of this one are made, there is no appeal process. The integrity of the PL is finely balanced here. They have to show that they are competent in their governance; they have to give some sort of punishment or it will encourage others to do the same; they have to be wary that the outcome could reignite breakaway talks and they have to some how cover themselves for letting a club break it's rules for 14 years. The Chair of the panel's special area in law is mediation and conflict resolution. That usually means that a solution has to be found that suits both parties. If I was to speculate what that would look like I would say a punishment like a big point deduction, say 40 points, which means city will have no chance of winning the league but also won't get relegated. Or a transfer/Euro ban for 2 years, not too long but long enough to be felt.
Also unlike the UEFA investigation, city don't get to choose the other two members on the panel ...... and then win by 2/1 vote.

And already condemned etc. he conveniently forgets that already been found guilty by uefa but got off on a technicslity that the data was outside their 3 year remit. It’s a bit like like raping and abusing a woman and having video and recorded evidence, but then the key witness pulling out. Just cos the law technically hasn’t said you’re a ****, everyone still knows you are one.
