The original pans that Shepherd had were for an increase of 8000 to the Gallowgate end utilising Strawberry Place or part of it, however with newer construction materials and methods it may be that the East Stand should be demolished and rebuilt as well, which would increase capacity as well and could include safe standing areas.
If demolition and rebuild comes into it, then I guess it would also come down to when to do it and how long it all takes. The owners will have to weigh up short term disruption and immediate impact on match day revenue, vs longer term benefits.
