Yes my brother is married to a Ukrainian. He had to drive to Budapest to pick up his mum in law and his wife's sister. The stress we all went through as a family whilst they were escaping was horrendous. My brother has just suffered a heart attack a couple of weeks ago with that stress and also my mum dying recently put more stress onto us all.

James Baker discussed it with Gorbachev but it was never in any treaty - but Baker has admitted that he went too far in private discussions. The actual agreement signed in late 1990 allowed foreign based NATO troop to move into the former GDR at the discretion of the German government - nothing to do with other countries. In any case, the discussions didn't cover other countries joining NATO in the future as at the time, those to the east of East Germany were still in the Warsaw Pact, which lasted until mid 1991.

I was just being pedantic. In order to break an agreement it has to be current. Trump withdrew from agreements and therefore, in my opinion, he didn't break these agreements he rescinded them. As for Biden I don't know of any agreements he has broken.
