How do teams actually get ahead in the transfer market these days? Does it all come down to money in the end? To find rough gems you need a great scouting setup, and surely another team can just spend more money to build an even better setup?

That runs on the assumption that spending x million more pounds will find the same rung of 'undiscovered' players when really there's countless out there who will flourish in a particular set up.
