If he's classed as non-verbal it's very likely he has serious learning difficulties based on an underlying condition rather than being mute. So the bloke may be cognitively at a very low age group.

Honestly, watching porn is probably the least damaging thing that's happened in the houses of Parliament since Boris took over. The country would be better off if they all just watched porn.
