    Simple idea:

Four different 'leagues' with all the refs in - representing the EPL, CC, L1 and L2.

After every game in the four actual leagues, a panel of experts reviews all video footage of the game to get concrete evidence of everything that's happened.

Points for each ref are either awarded or deducted for:

    - Decisions which are correct
    - Decisions which are incorrect
    - Decisions which should have been given but weren't

The leagues then work as a normal season-by-season promotion system. Refs which get more things right are promoted, whilst refs which get things wrong are relegated. They then only referee games in their respective leagues, so refs in the EPL 'ref league' referee EPL games, and refs in the Championship 'ref league' referee CC games and so on.

Then there is the top 4, where the best referees we have in the country (by points) get to officiate the biggest matches, such as cup finals.

    What do you guys think?

PS: Just to clarify, I think this would do the following:

1). Eliminate bias, as refs can't risk being lenient or harsh on one particular team.

2). Provide incentive, as referees will have a reward for performing better, i.e. lower league refs will have the opportunity to officiate EPL games.

3). Ensure that the best referees officiate the biggest games in the country (i.e. epl). This doesn't mean that the lower leagues will be officiated by ****e though. Every referee must meet a certain calibre to referee league games, but it's just the very slight differences which will mean a shift in rankings, ultimately ensuring that 'poorer' referees are kept out of the most vital games.

    PL games would become unofficiated.

Not sure how fair this would be since top PL matches have so much more coverage (more camera angles etc.) that a L1 match, so ref's in league 1 might miss something but the camera's would miss it as well. Although since the best ref's should be in the PL, maybe thats a good thing that they are analysed more.

This would be a great idea but it wont ever happen.

Unless Chappaz gets an important job in the FA.

My mates Dad got so fed up a while ago with **** refs and cheating scum players that he sent a 50 page email to the FA outlining his plans for a better system, including this kind of thing.

He also included an automatic red card for swearing at the ref or diving.

I think if it is a blatant dive then they should be sent off, but I think the Jonas type dive would be harsh getting a red card for lol.

That's not really a dive though, it's just going down easy. By dive, he meant a Ronaldo or Klinnsman type dive, where there is no contact and it is done to try to con the ref.

I thought this was already in place to be honest. I could swear certain refs have been relegated...i think there's a movie where they follow the refs around and i heard about it from there.

Of course that could all be bollocks and i might've just remembered it wrong!

It was Pulis who called for this by the way.

it's a good idea i think refs should also have to do TV interview's after games so as to explain decisions and to say if they thought what they did was right or not.

FA and PL back their refs too much to call them out on mistakes unless they're blatantly obvious and against the favour of a top 6 club. Otherwise decent idea.
