You contact MalteseMick, who will agree a fee with you for advertising(they are only actually visible to those who view the site without registering). As for the rule - It's Rule 43/Subsection B - No ****ing adverts on signatures please.
Like most websites, there is an element of income generated by allowing adverts to appear on the site. It's not normally site specific, what you normally do is give an advertising agency/or a web management company a budget and they'll come up with a list of sites that they think you should advertise on. I believe that the advertising on here is handled by MarcosWeb.com, but it won't be cheap. http://www.markosweb.com/advertise/ Mick doesn't actually arrange adverts himself, he'll just put you in touch with the people that arrange the adverts on the site.
