Unfortunately “Rates” in the U.K. is a shortening of the name for a Government Tax on business premises. National Non Domestic Rates are collected by local government and this money is offset against the money the national government allocates to them. Water and power are charged separately.
Thanks for the clarification. Over here rates collectively refer to power, water, council, etc. Sounds like an easy misunderstanding. My question still remains then about what our payment to the SMC is used for if not for the upkeep of the stadium.

Did you know that KR didn't want to join the northern league, so took over a local football team to get a place in the other league. They then sort of sidelined the football team that eventually became Hull City. They played their football games on the pitch near Endsleigh Convent, back of Haworth pub. Shame it took a decade to establish Hull City AFC when there was a lot of football in Hull, didn't Everton come and play a friendly on the White Star ground on Holderness Road late 1890's?
