I don't know. But one thing I've always hated is unenforced rules. Either enforce FPP or remove the rules. Any rule or law that is selectively enforced opens things up for corruption, favouritism, and all sorts of other dreaded isms. Either enforce the rules or say 'sod it' and drop it so not just random teams are punished.
