Probably deliberately so in my opinion as they badly want to privatise it (we should fight this with our every sinew). It’s already been happening partially right under our noses. But I massively agree also, assessing whether something is underfunded first requires a review of how the current funding is deployed. The management structure is a joke. As you say the foot soldiers are not the problem. We’ve run it into the ground. It’s also completely corrupt, as are all the procurement procedures.

I agree with this. Especially the last about procurement. I don’t think that area of expertise is actually needed in any business. Procurement isn’t about finding the best deals and never has been. It’s about corporate greed. I hate the word even. I have a client who for years has decorated the hospital where I live. He’s happy with the real he got and the hospital got value for money. He lost his rolling contract to a national entity who are charging twice the price and can’t give the same level of experience. The reason being. Someone behind a computer screen in the city has negotiated a country wide deal. Which is fine for London but shafts everyone else outside. Corporate madness.
