If you are having a heart attack or are being beaten up I am sure if the emergency services are called a behavioural psychologist is what you will be hoping turns up.
Now you’re very deliberately pretending you don’t know what SAGE is. Although we’d all be very upset if you were beaten up, I doubt that the Govt would be interested enough to convene a meeting in COBR to discuss your condition and then for the group there to decide it was serious enough to activate a SAGE too.
A behavioural psychologist could probably predict that someone might be beaten up and turn up to watch for study purposes.
Could we deduce from that the government are using that for some other purpose? I couldn’t possibly say
