It might be that they're targeting players that they think they can improve through coaching. In the same way that Wyke became more effective after Johnson arrived.
Goal contributions are only a tiny part of the data used when scouting a player, though. Maybe the rest of his stats are very good and the things he isn’t good at are coachable? Brentford are using a similar model and signed Benrahma on the basis that he was getting into good positions, plenty shots on target etc, they just felt they could improve that final ball/finish.
For a winger , which he is, I'd look at goals and assists initially. That's his main job to score and assist in goalscoring. If he can't do that I'd Hope that we'd find someone who can. It's like strikers who don't score but run about a lot. Can't get away with it. Get attackers who do their job. Midfielders who can get it and give it and get a few goals and defenders who keep it out and get a couple over the season. Think cloughie said the same and his ex players said how much he stood by it. At the end of the day a player is good enough or not. I'll support them until they prove they're not good enough nut I'm hoping that there won't be many who fall into that category. Most of our recruitment has been poor and what's most frustrating is our support knew in the main before they signed. Look at last summer. We should be looking at best possible available imo.

Summers always drag don’t they. I remember a couple of weeks ago MadBob saying we wouldn’t sign anyone until the 20th at earliest as thats when some meeting to discuss funding was happening. It was clearly utter bollocks, but I remember at the time thinking the 20th is ages away and it’s going to be a nightmare if we wait that long. It’s the 22nd now and its not that bad. I guess my laboured point is that whilst no activity is frustrating, we are only ever 48 hours away from 2-3 exciting signings. So keep the faith.
