Deal can be done where an amount is held back pending PL status or confirmation of an outstanding fact. It’s common with takeovers that I’ve worked on.

I need to believe this, this congruence of events meaning it’s on. Not if they're were being asked to say the state had final say. I'd imagine they felt insulted and embarrassed with all the ****e they were getting.

Yeah like that news story helps like. You have to question the timing of that ‘leak’. Tell them they made the wrong decision Boris or my State will stamp it’s feet and you will regret it. Oh and there’s no way PIF and the State are linked, don’t forget that.
The State owns Man City. I've never understood why this in itself is an issue, outside of it being uncomfortable for Hoffman, who was appointed mainly by Liverpool, Man U and Spurs. Back on point, MBS was angry that signed letters separating them - alongside UK Gov opinion - from PIF were effectively ignored.
City have never hidden that fact though, and Mansour hasn’t been accused of authorising an execution or allowing piracy of the PL product due to a geopolitical dispute...........as far as I’m aware.
