Its mainly down to the fact that less round here are able to work from home as we have twice the average number of factories, including food production.

Really weird that PHE/NIMS reckon there are 61.3m people in England. The last ONS estimate (from mid-2019) was 56.3m, with year-on-year growth of just 300k. I wonder who's way out.
I expect both have a variance in them. The ONS data will be skewed by those not registered, and I suspect the PHE data is taken from GP's, who may have people on their books that aren't in the ONS data base for a variety of reasons. It's a fair point though, and people really do need to treat all data with caution, no matter where it is from.
