I agree 100%. It was a terrible decision from the start, normally he's a shrewd operator but this just seems like ticking one off the bucket list, knowing he and ENIC will be gone soon. My theory is that Levy hoped Jose would get a trophy or two before they sell up, and he may be right, but the plan was always to sell soon after the stadium was finished. Whether coronavirus might delay the sale is hard to say but I feel sure it doesn't make sense to have left all that naming rights money on the table unless they felt the new investors would want that decision for themselves.
I don't have enough info to know whether he can play better. But every time we are without Kane, the same thing happens. There is no point in having a back up striker if we just hoof it up to him.

Spurs defensive record is 2nd best in the PL. The problem is that there are no goals unless Kane and Son are scoring and assisting in tandem. There is no plan B. We now have a midfield who are more concerned to get back and defend then move the ball forward, that's why Kane has been dropping deeper and deeper. Now he's not there there is no midfield.
