This was only fully ratified in August. France already had a pact with Britain and when Chamberlain declared war on September 3 France was automatically drawn into the conflict.

You are on a bit of a sticky wicket here. I have a degree in Modern History and my thesis was on WW2. Germany was amazingly lax in weapons production. They worked normal shifts whereas Britain went into 24 hour production. They also went on to rely heavily on slave labour and suffered a large degree of sabotage. In Normandy it is estimated that up to 15% of artillery shells failed to explode due to this.
