They say that we wouldn't have been able to sign Pukki under the new rules, but he already had at least 65 caps by the time we signed him as well as having played a full season the year before so I don't think that can be quite right unless I am missing something.
Okay I found the official FA document and because he was playing in the Danish league and Finland weren't ranked higher than 50 he would have at most had about 11 points with 15 needed to be automatically granted a place so it would have had to go to a tribunal to see if we could have signed him
