I don't think we can read too much into the discrepancy in positive testing results - I haven't seen any reliable data on the new testing methods but suspect that PCR does have a lower false negative rate. It amplifies the amount of target protein (in this case the Covid 19 virus) until even very tiny amounts can be detected and is therefore very sensitive. However, the difference may be more due to the population being tested. Apparently less than 4 per cent of people living in the most at risk areas of Liverpool have actually gone for screening. Most of the asymptomatic testing has been done on "the worried well" who are considered to be at a lower risk anyway. This is a common problem encountered in health screening and would have been avoided in a more carefully designed approach based on existing. (but ignored) expert advice.

I know there's more to it than just those numbers, but what sort of figure would we need on that to get the pubs open in some form?
If its anything like last time , to have pubs open ala tier 1 would be around 100 per 100000 , would hazard a guess almost that tier 2 would be approx 250 per 100000 ? purely looking at current tier 2 towns and cities
I think it’s a bit lower than that, current tier 1 is really low, only 50-60 per 100,000, with tier 2 more like 150 per 100,000.
