    Bristol is in a new coronavirus tier called '1 plus', says Mayor Marvin Rees.

    Rising cases in recent weeks have led to questions over whether the city could be placed in Tier 2, stopping households mixing indoors.

    But in a press conference today (October 28), Mr Rees described a new tier which appears not to have been mentioned or implemented anywhere else in the country.

    He said "we are looking at a Tier 1 plus approach" with "targeted actions" to reduce the spread of the virus.

    The Mayor added the national Test and Trace scheme is "failing" and said Bristol City Council will introduce eight covid-19 marshals as part of a compliance drive to ensure covid-safe behaviour in the area.

    He said if the new measures don't work then Bristol faces the "inevitable" prospect of Tiers 2 and 3.

    The Mayor explained Tier 1 involves three parts: using data to provide messages on how to safely use public spaces, taking on parts of Test and Trace, and ensuring compliance.

    "We regard ourselves now as being in Tier 1 plus," said Bristol's director of public health Christina Gray.

    Ms Gray said the Tier 1+ concept was a local one, and not a national one. She said it had been discussed by local authorities throughout the South West but Bristol is the first place to try it.

    She added the council has received £3million in outbreak control money from the Government.

    The council will use this funding for additional resources for Test and Trace responsibilities, although the testing itself is paid for centrally.

    Ms Gray said the rate in under-30s is "under control and coming down", but the rate in the 30-60 age group is going up and "worrying" her.

    The council is also assessing what level of financial support would be needed from central Government to support people during potential Tier 2 restrictions.

    There will be a two or three-week delay before we see the effect of the interventions, so "we are in a very very critical place, I can't emphasise that enough", Ms Gray added.

    She believes household mixing is at the root of the rising tide of infections among working age adults.

    "The Tier 1 plus is because we recognise the importance of maintaining people's livelihoods, and the hospitality sector is the most difficult to manage safely," she added.

    "In order to keep open, we need to drive down infections."

    Bristol City Council has to be one of the worst county's for knowingly wasting money.....here we are wasting even more....couldn't make it up could you <doh><doh><doh>

    only bell end marv and his team of wa**ers could come up with tier 1 + [ the next is Tier 1 + 2: then Tier 1 + = 3 THEN Teir 2- before Tier 2, by then the marshalls will have spent £70k + of the money the .gov gave councils for help with school meals during half term … and another £50k on beverages and snacks for meetings to discuss what to call each tier above Tier 2 +

    Bristol is a bit of a laughing stock!
    Although the comments are masked!!! ........................ viz …. "there is no Tier 1 + , but local authorities can be a bit inventive, 3 tiers is try to avoid confusion! " ......so Marv et al invents tier 1+ to lay down a smoke screen on what they actually waste time and money on?

    Yep Bristol is ok.
    My comment regarding lockdowns coming is with France and Germany embarking on a 4 week lockdown the UK won’t be far behind.

    Many care environments have yet to come out of lockdown.

    A way of preventing this (lockdown) is to moderate behaviours. Mr Rees who I am no admirer of is here putting in a precautionary measure. The situation is getting worse, that + may make people think more about the greater picture than themselves.

    Change your, our behaviour or more measures will be put in place by Government.

    Best time to do it is now surely? Like I've said before, I don't want it at all, but I'd rather do 3 weeks now, get it out of the way, and hopefully have a safe run up to Christmas. Better that than have to do an emergency one in December or something.

    Not really buying into this tier system. Obviously until the numbers catch up I can't really say but I'd be amazed if tiers 1 and 2 have any impact at slowing it down at all. Only tier 3 seems strict enough to make a difference, and even then it might not be enough.

    Having recently recovered from COVID - it was not a pleasant experience (back at work this week after 3 weeks off). I can see why it takes so many people.

    SAGE seem to be saying that we should be going to lockdown - what happened to listening to the science???? The Government seem to have other ideas!!

    I'm in favour of a short-sharp circuit break of 3 weeks (similar to Wales).

    I am afraid self centred Marv is looking to get attention to himself with elections that not far away his and the council stance on backing BLM as opposed to ALL lives matter... stated in reply to me that giving support to "small groups of less privileged individuals" … Burnham, UP FOR REELECTION SHORTLY managed to get himself national coverage … Marv doing the same! historically election for mayor has been on pathetically low vote most people didn't vote as don't want one and the money it costs, is wasted by them especially this one! or red trews before him....
    on news yesterday eve showed the "R" number which in some of the tier 3 areas is showing signs of coming down from 2 to above 1
    Burnham delayed Tier 3 by a week? …. NUMBERS ROSE, SO MADE PROBLEM WORSE!

    So glad to hear you have recovered, are you in a age grouping that has to be extra careful, over 55 ? My age group is becoming more affected this time round, 30's! Parents are over 65 and believe they will "die young" !
