while IDS was , is and always will be he actually protested strongly about the cut to UC for in work claimants but it was forced through by George Osborne to make up for the fact his cuts to Tax Credits had been scuppered ( by HoL iirc ) so he did it to UC as at that time not many had moved onto it but the savings to the Treasury would grow as more moved on .
You can claim UC without using the net for it not to be so would be illegal due to the equalities act .
