My very limited reading of the cap (which may well be wrong, so I'm happy to be corrected) is that with a club relegated down from the Championship, if they have any players earning more than the average wage for L1, then for the purposes of the cap those players will have their actual wage replaced by the average wage (ie they will still continue to earn their actual wage, but the full amount won't be tested against the cap). (But once a player signs a new contract, post relegation, their actual wage is then what is tested.) If that is correct, then in theory a relegated club who actually exceed the cap could potentially still sign players - ie if they come under the cap, when replacing their above-average earners with artificial average wages. However, what I don't know if there is anti-avoidance within the rules to prevent such a scenario from arising.
So in theory not a bad idea, see how it works in practice. I just think it will make it very easy for relegated teams to bounce straight back. Will also be hard for Champ teams to offload unwanted players to lower league sides as they would have to take big pay cuts
Will be interesting to see how it plays out. Can't see much issue for clubs relegated from third to fourth tier but those coming from the Championship will obviously be over by quite a stretch.
Well not if they’re just replaced by the average wage for cap purposes. Would assume that the vast majority of players from a relegated Champ team would be over the average under cap rules, so depending on how many players they have a relegated team will still be able to sign players and be under the cap and keep players on far bigger salaries. Completely ruins competitiveness in my opinion, just keeps the long standing L1 clubs where they are
How do they work out the average wage? Don't think they have a 25 man squad as such in the football league do they? Works out at about 45 grand a week but I'd be curious to know what they're dividing that by to get the average, unless it's every registered player in the division in which case it will fluctuate window by window. Presumably there could still be clubs with large squads whose averages might still be too high for them to make signings without offloading anyone. As I say it'll be interesting to see how it plays out.

Or his family is settled and nowhere will match what he is being paid so why leave? The only thing not on his CV which I assume he may want is a PL title, up to him if he thinks that’s worth uprooting his family and halving his salary, seems he doesn’t.
Probably wrong on both sides but they gave him the contract so if he wants to hold them to it then that's ultimately on them.
