    The quote suggests the PL worked with them both to iron out issues. Surely it should be just the buyers?

    There is no negative side to the appeal; it effectively means the case has been dismissed as it'll never be heard.

    However, I read yesterday that the WTO are in the process of appointing a new leader and one of the candidates is a Saudi minister which would be a be coup for the Saudi's if he is appointed (although would have little impact on the takeover as a decision will be made long before the appeal is heard).

    But the seller has nothing to do with the issues.

    Of course he is given updates on where it's at but again nothing to do with the issues.

    The findings of the report were damning. Saudi didn't do enough to stop IP theft, blocked the PL (and others) on 9 occasions from taking legal action and their rationale for doing (being at war with Qatar) was also partly dismissed.

    The appeal means there is no official record of the above findings being proved. That is a good thing for the takeover. If the report was a huge win for the PL and Qatar in tackling piracy (and it was a huge win) the fact it is no longer valid due to the appeal must be a huge win for KSA. Especially as there is no structure for the appeal to be heard.

    The premier league will be slightly angered with Saudi response though. I wonder if that's why they're trying to hide behind being unhappy with the structure now ?

    It's a legal test though, feelings don't come in to. Again, I'm not saying it will definitely pass but it can't be failed because "the PL are upset".

    Any rejection needs to be supported by evidence or it's open to appeal. It was KSA's legal right to appeal the WTO findings, the deal can't be failed because KSA did something they were legally entitled to do.

    Going off recent reports, if it fails it'll be because PIF can't prove there won't be Government interference and the PL likely have plenty of evidence to discredit certain members of the KSA Government.

    Also, the O&D test states there are grounds for appeal "if the disqualifying event is a conviction which is the subject of an appeal which has not yet been determined".

    So there is no way the WTO report can be used to decline the bid.
