I thought about this as well - I cannot imagine for one second ANY club wants this to happen. For those striving to reach new heights, those trying to reclaim thrones or those aiming for dominance, more competition is bad for business. Whilst this has no LEGAL bearing on the test, as you rightly say there will be a tonne of underhand threats going on that the PL has to manage.
But they could be trying their level best to find any old reason to fail it. A signature was not signed within the confines of the box provided. Or on the other hand they could be trying their level best jumping over numerous obstacles in order to approve it. Paying off people who are raising objections. God knows!
I get the impression that it wont be the Premier League that would make the final decision but somebody higher up, some sort of Don.........Alex Ferguson or someone like that!

I hope you will understand that we are unbale to provide a detailed response, however we appreciate you getting in touch and we do note your view. Each of our member clubs is an individual organisation and can look to provide its own updates or information on these areas at the appropriate time. This is definitely possible. PL won't say, Ashley definitely won't say. Charnley will just trot out "business as usual".
