    No, it’s racist when you implement a policy to simply target one group of people when there is little rational for it.

    What about former British colony South Africa?

    Australia has a policy of stopping illegal immigrants entering the country and that causes a lot of angst among some minority groups. There are certain restrictions on entering Australia but, basically, anyone can come here legally. The current policy is designed to stop illegal immigration and only that. But as soon as this policy is implemented the minorities start shouting "racism". Why? It is not a policy that precludes any race from coming here, just ANYONE who does it illegally. The fact that the vast majority of illegals come from a small number of countries that are not Caucasian only serves to give the minorities fuel for their grievances, but he fact remains, enter the country legally and you are welcome to stay.
