Beat me to it. There was no prior, written referenced rule, as there was in the case of the UEFA one quoted in the article. And that's exactly what Barwick said at the time, but excused by saying there was an 'Expectation' that the top four teams would qualify.
UEFA didn't think any football association would be so stupid they would need to be overruled. They obviously underestimated the FA's bias and tried to reach a diplomatic solution before immediately rewriting the rules for the next season to prevent the FA being so corrupt again.

You've looked but you can't find it, can you? So they 'Literally' didn't change any rule to let is in, but they ****ing ensured to change the law for future seasons so that the FA wouldn't have it in their hands to not do what the one RULE on the subject wanted them to do.

The only rule that was 're-written' was to ensure that in FUTURE seasons no FA would ever be so ineptly corrupt again.
