    Building and stacking on uncured concrete. Common in China when the government says a project has to finish on a certain date and the culture means that they'd rather mess it up than admit that it can't be done. As you say, it won't be adequately standing in a couple of years. Hope no one gets hurt.

    Yes, that allows you a chance to object if Vodafone decide to put a 15 metre mast in your back garden or if your neighbour decides to turn their house into a drug rehabilitation centre. Not sure why it's something to complain about.

    There are phone masts in conservation areas in the UK. If deemed necessary, they are built with height limitations, I've laid foundations for them. The longer planning process allows you to object and cite reasons via legal process. You wouldn't have this opportunity in a place such as China.
