I think it will be a disadvantage too. I wouldn't have wanted to be in a situation where we couldn't sign Virgil because of a new rule like this. (I know it didn't happen like that but it could have done). I can see the FA not wanting to disrupt teams once the season has started but if they can still be sold abroad, what are they actually trying to do?
