The planners in Hull probably shouldn’t be trusted with any plans. Especially if any are still employed that allowed St Stephens to be built.
If you draw a longitudinal line through York, then everything below that line is South. Hull may be in a South Easterly direction from York, but its South of York. Simples.
Why not just create a green space where the proposed Albion Square development is going to be built. You have some lovely properties on Albion Street that will overlook the space. Add a water feature a couple of sculptures and use it for public art displays and performances. If new office spaces are required build them next to the glass office building on the marina with great water views. Regards to residential concentrate on the River Hull corridor.
