The copy and paste copy in quotation marks was sent by Boris but not signed by Boris. The letter was a copy of the letter the rebel MP's wrote. Boris would've had to send the first letter, or be seen as sending it to comply with his statement to the Scottish Court that he would abide by the law and send the letter. Second one was Boris telling the EU Parliament sent the first letter (via Boris / Government...Tim Barrow) and not the Government of the UK.........Remembering that EU law states the EU only deals with Sovereign Governments. Third letter was to Juncker and Co, as well as all 27 member states mentioning he doesn't want an extension and urges them not to grant one. The letters would've been sent via the Government as the EU only deals with Governments, not Parliaments or MP's. I suspect the EU, by their own rules will ignore the first letter based on the contents of the second letter, and take notice of the third letter as the third letter will have been signed by Boris.

Maybe a bit of hair splitting going on here, but it was the Government that requested an extension as required by the Benn Act. Johnson did not sign it personally as he was not required to do so - the letter in itself on behalf of the government was sufficient to fulfill the legal obligations. Johnson's letter was a personal one to Tusk and copied to Junker and the members of the EU Council thanking them for their efforts and cooperation in arriving at the deal on offer. It further went on to express his (and probably the majority of his government's) opinion that an extension was unnecessary and not desirable. Make what you want about "lying" or subterfuge - the fact is that Johnson and his government complied with the law.
