Yes, he wants to know there will be money to spend. As we already know, that isn't going to happen. He's probably worried that he might have to do the plumbing like his Dad, Colin Appleton did as well.
He is actually ok with the playing budget, it is the fact it is only a 12month contract on offer that he is unhappy with.

Edit: having said that in Allam world 24hrs has lasted what 5 years, so 12 months is as good as a contract for life.
Not a betting man myself... is there anything in it that Cowley is the bookies favourite? Is it simply 1 or 2 ppl have put a little more money on him than the others or does it mean big money has been put on him suggesting someone knows something... I seem to remember before Slutsky came he wasnt anywhere near being favourite and then suddenly he was the day before it was announced.. suggesting everyone was wrong until it became common knowledge.

Wasn't that the same reason why Adkins wouldn't sign also. If the club didn't have poor owners Ican see the benefit for both sides of a rolling 12 month contract. You do well other clubs don't have to pay compensation fee you do badly you are not too expensive to pay off.
If the prospective manager isn't happy with the terms of contract, he won't sign it. If the owners don't want to improve the terms of the contract, both sides simply move on. I expect the Allams are thinking 'there's some mug who'll sign it' and there is. Only that person won't be the manager you or I would wish for.
Didn't Steve Bruce have a rolling year contract after the initial two years?? Seem to remember summat about that, may be wrong mind
