What is it that you’re blaming the Council for here? Only thing they did wrong was assuming they were dealing with reasonable people when they drafted the lease arrangements. That should have been much tighter. However this current position is squarely the fault of the owners of SMC
It takes two to tango. If the other party is a **** then tough, but find a way or a compromise. Hopefully we we will get more detail in paper on costings and the canard of 'terrorism will, exquisite irony, be blown sky high.
Nope I disagree with you on this one The council can’t compromise as the owners aren’t after any compromise that could be offered by them. All on the owners this one

Like it or not, both partners are in a relationship with each other.Like they are in many other cities with a council-owned football ground. Very easy to blame the stubborn unhelpful Allams, but have the council just thrown in the towel and said " Sorry not our fault. It can remain closed then."? Would seem so..
All this played out ages ago The lease allows the SMC to close it. Only thing the Council could do (because the SMC won’t budge because...it’s the same Council that wouldn’t give them the ground) is try to have it listed as a right of way and they don’t feel they have the power to do that. SMC would want compensation for use for anything other than clear times like Hull Fair, and also would pass all liability to Council Original issue was a slack lease, Council’s fault, but now is just SMC at fault IMHO
