They're incapable of apologising because they aren't really a football club or even a business but a PR tool for the Abu Dhabi royal family. The message of being right is more important than class or money.
As said already, under E3 that's not his call - the charge is levied under the SUBJECTIVE basis of whether offence was caused, not whether it was intended. That precedent was set by the Suarez case.
City are basically a PR front to show the country that owns them in a good light, and hope no one looks at the human rights atrocities that they commit. Horrible country.

Just on one of my periodic visits and caught this thread. As a neutral on the one upmanship of one Club over another in this instance my take is as follows: 1. The song is about fans being injured 2. The song is about a footballer being injured 3. It is irrelevant as to which fan or fans are being “battered” at least in the sense of it being right or wrong. 4. It is irrelevant as to which footballer is injured for the same reason as 3. 5. For any fan to sing a song with points 1 or/and 2 in it is sick but sadly occurs but sums up that fan but not automatically all fans of the same Club 6. For any footballer or support staff of a Club to sing a song with points 1 or/and 2 in it is totally reprehensible and should be subject to sanction by the authorities and the Club and condemnation and apology by the Club if it had any class. Sadly, the Club in question are simply demonstrating their true colours.
