    FIRST AUTHORITATIVE REPORT: UK SHOULD CREATE A WORLD-CLASS MEDICINAL CANNABIS SYSTEM AND CAPABILITY.
    10 December 2018

    • Establish NHS, university and industry supported medicinal cannabis "Centres of Excellence".

    • Fully engage NHS - with medicinal cannabis training on medical school curriculum.

    • Decriminalise those who are effectively penalised for being ill or close to death.

    • "Medicinal Cannabis in the UK: A Blueprint for Reform" will be the first authoritative document setting out a credible and compelling model for the UK’s future medicinal cannabis regime.
    The UK should develop a medicinal cannabis regime that draws on the enduring values and ethos of the NHS, and aim to become a world leader and authority in the field, pioneering research and treatment by creating industry-supported medicinal cannabis "Centres of Excellence".

    Those are respectively the overarching vision and one of several key recommendations of a landmark blueprint published today, Monday, December 10, 2018, at 0930, at the Academy of Medical Sciences, by The Centre for Medicinal Cannabis (CMC), a think tank and campaign group of philanthropists, scientists, campaigners, public policy experts and educators whose aim is to advance responsible, ethical and evidence-based access to medicinal cannabis.

    "Medicinal Cannabis in the UK: A Blueprint for Reform" will be the first comprehensive and authoritative document setting out a credible and compelling model for the UK’s future medicinal cannabis regime.

    The report, produced by a team of senior scientists, clinicians and policy advisers, makes recommendations which are both evidence-based and politically deliverable, and will allow the CMC to seek to influence how the recently-introduced medicinal cannabis guidelines system is developed and implemented.

    "Let's not treat medicinal cannabis reform as a Brexit-style ordeal, let's embrace it, fully engage the NHS, give the Department of Health and Social Care the lead, consider as we absorb valid studies from around the world - and lead the world," said Paul Birch, CMC founder

    "In 2019, it should become the explicit goal of the UK government to create a world class medicinal cannabis system, and to agree the policies and set out the regulations and other steps necessary to achieve that. This world-class system will have distinctly British contours, but it should be defined as one that meets the needs of patients whilst simultaneously catalysing the development of an innovative new medical and science sector for the twenty-first century. Patient demand should drive the creation and expansion of the latter, and not the other way round. "Our vision is that we should harness the inherent strengths of the publicly-funded National Health Service, top-tier research universities and world-class life sciences Sector, and the UK should be the home to the safest, most innovative, and best regulated medicinal cannabis market anywhere in the world - one that not only improves patient health and reduces suffering, but contributes substantially to scientific progress and the evidence base globally, for this new frontier in medicine.

    “It's ambitious, but change is a process and not an event; Government has already moved swiftly and compassionately. It is not the case that the vision is either disputed, or that it is taken for granted, it is simply that Government ministers have not yet articulated it. Now is the time for them to do so.

    "If we were to triage the very welcome but restrictive guidelines published on November 1, 2018, then we would find several elements which need attention, and introduce a far broader base of robust support processes and bodies aimed at ensuring the true potential of CBMPs (Cannabis Based Medicinal Products) are researched, understood, realised and deployed.

    "While decriminalising those who are effectively penalised for being ill or even close to death, and who turn to medicinal cannabis for pain relief, there are far more fundamental and positively progressive recommendations aimed at driving a bold and robust suite of policies which will not just support the vulnerable, but result in Britain leading the world in medicinal cannabis.

    "A key recommendation for a foundation stage relates to the development of medicinal cannabis 'Centres of Excellence'.

    “And in support, the UK Government should also establish a dedicated UK Advisory Council on the Medicinal Use of Cannabis (ACMUC) comprised of both academics and practitioners familiar with the scientific and medical applications of cannabinoids, by endowing a new UK Institute of Cannabinoid Research and Evaluation.”

    Dr Saoirse O'Sullivan. Saoirse,

    Associate Professor at the University of Nottingham School of Medicine has been researching the role and effects of endocannabinoids and phytocannabinoids through basic and clinical research since 200. Saoirse works with patient groups and healthcare professionals to educate them on the benefits of cannabis-based medicines. Saoirse runs an independent consulting business CanPharmaConsulting and is a science advisor to several pharmaceutical companies.

    Dr Andrew Yates.

    Andrew has more than 15 years’ experience in the pharmaceutical industry including 10 years as an executive at AstraZeneca. He held key roles within the medical affairs, commercial, business development and strategy functions for AstraZeneca’s medicine’s portfolio. Andy has been extensively involved in the development and life-cycle management of key medicines leading to the funding and initiation of significant development programmes. Whilst in business development he led evaluations and transactions that resulted in multiple collaborative agreements with academia, biotechnology and peer pharma. Andy is a UK registered pharmacist who received his PhD in cannabinoid medicinal chemistry from the University of Nottingham. He currently runs an independent pharmaceutical consultancy business (Blossommedical.co.uk), as well as holding a part time Honorary Lectureship at the School of Pharmacy Keele University.

    Blair Gibbs.

    Blair is a political consultant and former senior advisor in the UK government. He saw up close how current drug laws and prohibition impacts society and undermines the justice and healthcare systems. As policy advisor in the London Mayor’s Office, and subsequently in the Ministry of Justice, Blair has expertise in Whitehall policy-making and the UK’s regulatory regime for drugs.
