They’ve had planning permission since 2012, they just never do anything so the planning consents lapse and they have to apply again.
Indeed, but Manor have recently sold two of their Hull sites to HCC. On a side note, I see HCC have deferred a decision on redevelopment plans for the Allam owned Rosedown's Hennebique building for a month. The views expressed in my posts are not necessarily mine.

HCC bought the old Clarence mill site I believe, they're planning to build new housing and somehow incorporating the Northern Divers building too. There's certainly no longer any Manor signs plastered around it at least.

They had an option on developing the site, but it expired years ago, they just left up the sign and kept it on their website in case they got a bite.

Terry Spamer taking over Tower? “Well i guess it’s time i reveal the exciting news that i’ve agreed a deal to take over one of Hull's most iconic buildings and music venues the Grade 2 listed Tower which has currently been trading as Funktion. There was a real danger that this building may close and fall into disrepair which I just couldn't stand back and let happen. It's such a beautiful building in an important position next to the train station and it’s got so much potential done right! This is a huge step for me, but I believe the time is right to take on my own venue. I've spent the last 20++ years filling everyone else's in Hull and around the UK that it’s time to do it for myself. Along with running my own events in Hull for last 3 years i’ve also been very fortunate to work for the Tokyo group organising high profile events at Heart Ibiza, Church Leeds & Digital Newcastle. It's this experience, contacts and friends i’ve made which will have a big influence on what events will be staged at the venue. This is NOT going to be a traditional nightclub anymore. It's going to be an events space hosting numerous types of events for different music styles and age groups, very much in the vain of Church in Leeds. A lot of you have seen what we've put on and who we've worked with at Church so this will give you taste of what to expect. This venue will also host my brands Deja vu & Lost in Music along with some huge brands which have already agreed to host events with us. investment will be made available to improve the venue in all areas as soon as possible. However this is huge building so please be patient as Rome wasn't built in a day but you should notice significant improvements from mid December. This building means a lot to me as a young lad first starting out i put Carl Cox on there in 91. I also launched Deja vu at this venue. I'm going to need to everyone's support on this. I've never been scared of a challenge but i'm really putting my balls on the line! I’m a clubber and music fan first and foremost and I'm fiercely passionate about this City this is why I believe Hull needs a music and arts venue which can build an international reputation.”
