There was a plan to introduce new rules to enable the Premier League to withhold parachute payments if they were not being used for the intended purpose (following Blackpool's owner pocketing all the cash), but agreement was never reached with the clubs.
If the Allams are using the parachute payments to pay themselves back then I'd doubt the Premier League could do anything even if there was a rule. It could easily be argued that they are using it to free the club of debt and enabling it to survive in a lower division without the Premier League money. Surely that's exactly what it's there for? The ****s would claim to be the perfect example of following the rules and running a club well.

Funny you should say that, as my old man was speaking to someone connected to the club (won't mention how as it will give it away), and he states that the Allams are prepared to walk away, but only when the club is in the same state it was when they took it over. Were we really close to going out of business/administration at that time?

At the time I think the quote was along the lines of "Administration was not an option, as there was nothing to administer". Adam Pearson if memory serves. No chance of going out of business as other people were interested.
