Because he wants £3-4m a year in wages, along with a signing on fee, he's pricing himself out the market.
Plus an £11m 'fee' can be classed as an asset (with a potential sell on value) and strengthens the clubs balance sheet, whereas salary and signing on fees are classed as variable overhead, and represent a liability. A club can get more creative with a transfer fee which they can't with a salary, all relevant when fair play rules and regs are considered.
