Doubtful. It would have such a profound impact on games that I'd imagine it would be changed long before it reached that point. My randomly-chosen 75% might not have been far off, too. In the PL this past year, there were .21 penalties per game. Believe that was the fifth penalty thus far in the World Cup, in 6.5 games...so, .77 penalties per game to date.

Maybe we should do without penalties altogether. In 90% of the situations a goal wouldn't have been scored anyway. Free kicks inside the box should be given for things like handballs (unless clearly preventing a goal), shirt pulling at corners etc Okay, maybe not 'altogether', but at least give the ref the option of giving a free kick instead of a pen.

Yeah, it's something I suggested before: penalties when a goal-scoring opportunity is denied, IFKs in the box otherwise. No more jammy penalties on a dumb tackle 20 yards from goal, and as an added benefit, IFKs in the box are stupidly fun.
