I understand the Israeli passport allows for 6 months residency a year - but as you say not work. I wonder whether the visa he previously had allowed him to work because you could argue that being the chairman of a football club is employment. So perhaps that has never been enforced anyway? Or perhaps there is a legal definition of work that means paid employment or a certain number of hours don't count? Anyway you can be sure his lawyers will find a loophole - just as you can be sure that the Standard won't report anything negative. I can also be sure that he'll be paying less tax than me - but let's not tax the rich as they might leave the country! Like that's a bad thing. Basically if I had as much money as these tax avoiders I'd be happy to pay tax on it!
His expired visa was as an investor, so previously his working as such, was no problem. Becoming an Israeli citizen doesn't lessen his Putin links, which would seem to be the central issue, so I'm wondering whether even this lame duck government will just let him and the other Putin Oligarchs sidestep the visa issue. It really would make them look the prats that they are.....especially Boorish Johnson. Whatever the outcome, Gideon's gonna be out there singing for his supper over the weeks and months ahead.

The "old system" was totalitarian based on communist dogma. As Russia has the era of the oligarskys (who nowadays remain in wealth - and alive - depending on how much in favour with Putin they remain) , I would say Putin is trying to revive the former without the latter.
