He's sold Cesc and Clichy, Nasri is all but gone. From what he said in the press conference it would seem he has no new signings in prospect. Can he remain as Arsenal manager if he doesn't buy before the end of august?
I have a feeling that the board and Wenger being the cautious lot they are, will wait for the outcome of the CL play off game before going all out and spending the money we have from player sales.
So if we are dumped out of the CL, does that mean we won't buy or that we would to get back into it again by making the Top 4? If we are dumped out of it, it may make some targets less likely to want to come over. Arsene should have sorted this out a long time ago. That's what his 135K per week salary is for.
I very much doubt that the board actually wants Wenger to spend big. Thy seem to be pretty happy with a couple of £1ml signings. The fact is - we do not know what is going on there. Arsenal seem to have wanted to buy Mata but they failed, and we do not know why the money was not there. Was it Wenger or was it the Board? Wenger will not spill the beans and start crying about the board not giving him enough money. But if this is in fact the case - Wenger is in a very difficult position. The board may very well think - OK, if we will not buy Mata and Cahill we MAY loose 35ml of CL money. But if we buy them we WILL have lost it already. So lets try to spent 10ml and try to get away with it. My other suggestion is - Arsenal do not want to splash the cash this year, because they expect that as soon as fair play rules come into effect next year, the transfer market will go down if not collapse.
The players we are after might also be waiting for the result of the CL game. I was listening to a podcast called the online Gooner, and Tim Payton was on it and that was his logic about why we are not buying players right after the Cesc sale.
I think that he could/should of brought atleast 1 major player maybe mata/cahill before the 1st leg game then we might of been in a better position than we are.

Leaving it late means a late start to the season. Can we afford to take our time I ask? Surely it would be far better to hit the ground running when the season began? As it is we have a big day tomorrow, hang by the skin of our teeth going into Wednesday and face our nemesis up in the northwest in just over a week. Will we have adequate replacements by then because if not it will be such a nervous time and all this in a year when because of the greater strengths of our main opponents, we cannot afford any slip-ups....
Well it's all a case of relatively speaking, isn't it? Compared to Everton we should be absolutely delighted. Set against the other three or four challengers for the Top 4 places I would urge further consideration of what we ought to be doing. We're not asking for Arsene to go spending like City, Pool or Chelsea but gaps should be plugged and it's no good saying when the transfer window closes that we didn't have time or couldn't come to an accommodation on fees since there supposedly is money and we have had ample time to get this organised.
I'm still waiting for him to make a late bid for Luka Moderate. Stitch up Chelski & the Spuds in one fell swoop. If he pulled that off I'd g'tee him the manager's job for life
