There's no fool proof way of buying the players you need to win the league. Even Chelsea with all their dosh, who can get just about anyone they choose, don't buy win the league every year.
I would say we did win the league when our dosh was sloshing around but alas this is no more. We have been splashing still but compared to City and United we are paupers
Surely it needs to be a combination of screen and eye. Moneyball might bring up names you hadn't considered but is only as good as the information put in to it. I'd expect any player being considered to be scouted extensively.
We've been very hit and miss over the past few years. A combination of poor scouting and dysfunctional backroom partnership. We now have a manager and a group of scouts who are fully aligned. Last summer, you can argue that it was a success. Let's hope for even better this summer.

If you mean would they come to chelsea, i think we can get 1 or 2 targets. If you mean by can we go out and buy who we want with unlimited money, i think Roman has put a stop to that and if either City, United, Real go bidding, they would outbid and outpay us
