I think you still need international clearance if you sign from any club not in the remit of the English FA. Robertson needed international clearance even when signing from Dundee United. It's nowhere near as painful as getting a work permit (which is what some are confusing), it's simply transferring the registration from the Portuguese FA to ours.
Also, like all good Brazilian players, he should be given a ridiculously high squad number. 87 should do it.
