Each team should either not be able to request video ref judgement or they are limited to say two per half.
I think teams shouldn't have a challenge taken off them if it's correct - incompetence/misfortune can happen too often (like Tuesday) to be limited, but obviously measures would need to be put in place to prevent time-wasting with blatantly correct decisions.
