It was letting a house ffs. It shouldn't be difficult or lead to scrutiny and her husband did everything right except actually check that the letting agent had done what they promised. If it had happened to you or me we would have got a letter from the council asking why we didn't have a permit. We would then have applied for one and all would be fine.
