I don't think they can do this without legislation. And for technical reasons it's not actually sensible because lowering the price cap will put smaller companies out of business without really harming the likes of British Gas. Windfall tax used to rebate the bill is much better.

All of those policies are sensible and none mention the price cap. The winter fuel allowance gets paid to millionaires so needs reform but not the Reevrs one.
