    Serbia Under-21 midfielder Nikola Ninkovic has conceded his post-match conduct in the clash with England was wrong but insists he was provoked.

    Partizan Belgrade star Ninkovic was prominent in the unsavoury scenes at the final whistle in the Euro 2013 play-off on Tuesday which saw players and staff from both sides scuffling on the pitch with Rose then sent-off for kicking the ball away in anger at what he perceived was racist abuse from the crowd.

    UEFA on Wednesday night announced charges against both the Serbian FA and the English for improper conduct of their players, and against the Serbs for "alleged racist chanting" by fans.

    Ninkovic claims Rose was the instigator in the trouble, telling Serbian newspaper Novosti: "The guy three or four times made inappropriate gestures towards our fans.

    "I was angered by his reaction so I rushed over to explain to him that he should not do that.

    "I did not mean to hit him or insult him. I walked over to him and pushed him.

    "A lot of his behaviour annoyed me but I know I was wrong and I know I will get a fine. I just hope it will not be too big.

    "He received a red card and I got a yellow. That is probably an indication that his share of the story was significant."

    The English FA has sent UEFA a full dossier of evidence, including video footage and a catalogue of incidents which they reported to match officials during and after the match.

    And FA general secretary Alex Horne has questioned whether they will play matches in Serbia again.

    Horne said in a statement: "We were shocked and appalled by the disgraceful events that occurred in Serbia.

    "Our players and staff were subjected to racial abuse (and) violence as well as missiles being thrown at them throughout the match. What occurred is inexcusable and not acceptable.

    "It is also clear that we must defend Danny Rose, who was sent off due to the frustration of being a target of racial abuse.

    "FA officials made UEFA officials aware of racist abuse from sections of the crowd aimed at a number of England's black players at half-time.

    "No football team should be asked to play in any environment where racial abuse, violence and threatening behaviour is prevalent. We must question the validity of sending a team to Serbia in the future."

    However, the Serbian FA statement, which they translated into English, denied that their fans were guilty of "any occurrences of racism".

    "The FA of Serbia absolutely refuses [sic] and denies that there were any occurrences of racism before and during the match at the stadium in Krusevac," the statement read.

    "Making connection between the seen incident - a fight between members of the two teams - and racism has absolutely no ground and we consider it to be a total malevolence.

    "And while most of the English team players celebrated the score, their player number three, Danny Rose, behaved in [an] inappropriate, unsportsmanlike and vulgar manner towards the supporters on the stands at the stadium in Krusevac, and for that he was shown a red card."

    The cases will be dealt with at a meeting of UEFA's control and disciplinary body on November 22.

    This is an open and shut case. Anyone can hear the monkey noises on the YouTube video. I can't believe they only started when we scored.

    The Serbian FA want fining just for being lying bastards, irrespective of what happened on the night.

    It should be an open and shut case, but when you are dealing with officials from FIFA or UEFA it rarely is.

    The mitigation on UEFA's part has already begun with the charging of our FA. I'm not sure any of our players or officials did anything wrong, I'd have to watch the footage again. From what I could see they were either seperating people or defending other players. What are they supposed to do, stand idly by? **** why don't they just go the whole hog and throw Danny in to the supporters so they can let him know how they feel about his skin colour? UEFA are a bunch of spineless morons.

    Supposedly Rose made some gestures to the abusing supporters? If so he'll get dealt with but I didn't see him do anything other than a fist pump. What's wrong with that? Even if he did do something untoward and needs punished for the ball kicking incident then leniency must be shown given the provocation the lad was under. This whole thing will be yet another carpet sweeping bonanza as far UEFA go though. They have already proven on several occasions they don't have the stomach for the racism fight.

    FIFA are shocking. Always have been and always will. UEFA not far behind. Would not be surprised if both countries received a fine because FIFA/UEFA are f**king spineless. I thought our players showed amazing resolve and got off the pitch pretty much as quick as they could. There is one serbian guy, part of the backroom staff apparently, kicking and punching English delegation including Steve Wigley who looked like he was going to go nuts. Proud of our lads.

    Serbia should be kicked out of the European & World Cups.
    Think all English players should be allowed to poke Nemanja Vidic in the eyes this weekend.

    The Serbian football supporters and the Serbian FA are scum. Simple as that. They should be kicked out of the international scene for the next 4 tournaments at least for the racist chanting, not just here but over several tournaments and games.

    They won’t be of course, as both FIFA and UEFA are a completely morally corrupt and a shambolic, unrepresentative, unelected set of discredited ****wits.

    That said the England team should have handled the occasion better imo. Yes the chanting is unacceptable and yes they should be totally angered and disgusted but they also should have not given both the Serbian FA and the 2 ****wit governing bodies such an easy get out by reacting the way they did.

    They (UEFA & FIFA) can now simply concentrate on the squabbling and fighting between the teams and totally ignore the racism which blights the game still today. They can fine both teams FA's and then stand there looking all official and sophisticated, taking the moral high ground and sweeping the real issues under the carpet. In essence they will fudge the whole thing and just happily move along as if nothing happened, as they have done on so many occasions in the past.

    I'd love the English FA to issue an ultimatum that unless Serbia are expelled from all competitions for the next 4 tournaments, including all club competitions as well, then the English National Team will withdraw from all competitions, including European club tournaments until that is implemented.

    Sadly, you won’t see this radical strong approach because there is too much money riding on it and the issue of racism will take a quick back seat when it comes to money.

    I would really have respect and admiration if Man Utd, Chelsea and Arsenal would support this issue as well but they won’t of course and the bank balances of both the clubs AND the players will be far more important than the principles of racism imo when push comes to shove, or more significantly a loss of money is mentioned Then the good intention and morality would sharp disappear and that goes for player from ALL persuasions.

    Lazio have been fined a massive 40,000euro for their fans racist behavior against Spurs. By time they get round to punishing the Serbs it may increase to 50K or so. One players weekly wage!!!

    The whole of English football were punished for one clubs behariour at Heysel. Serbs should be banned from all international competitions at all levels for 5 years and clubs such as Lazio be given an immediate ban for the rest of the competiotion.

    Sorted - by us fans anyway.

    I'm sure Lazio don't even think of it as a fine.

    I mean that in the sense that they knew it would happen. They have groups of openly racist supporters who they do **** all to tackle. It's been going on for years. So they knew they would get these fines, in the same way that they know they will get a leccy bill at some point. I'm sure the money is set aside in their pre-season budget. A "fine" is, literally, zero punishment.

    To me, the effort of the club/associations should count. Rangers are a club I thoroughly dislike, but as a club they have done loads to counter sectarianism. What have Lazio done about racism? - **** all. What has the Serbian FA done to confront racism? - pretended just now that it didn't happen and tried to blame the victim of the racism.

    Before the summer I spent a long time on a site tripadvisor.com and got loads of advice from Ukrainians about Euro 2012 which I was fortunate enough to go to.

    I had a look last night at Serbian comments about the racism. In summary - and remember these are Serbians writing - the comments were
    - the racism clearly happened, as reported by a Serbian lad at the game
    - that Serbia is not stuck in the dark ages, most Serbs disapprove of the racism
    - that is was only a minority
    - but that the minority was not tiny, we're talking about 200/300 racist hooligans.

    Clearly the Serbian FA hasn't got the balls to confront these racist thugs. I agree that a ban is needed, also to persuade decent Serbs that either they speak up or their national team is going to suffer.
