Apparently it's how the 2 mill is paid, and the extent of the add ons that are being haggled over. The initial bid is the same for both rangers and rovers, but DU won't declare to Rangers what add ons Blackburn have offered, just what they value those add ons to be worth, and rangers refuse to meet that valuation.
