    In big cities with large populations of non-domestic people I can see Tobys point. I agree that London has large amounts of graduates simply because its London but if you moved there, like the place, and find yourself staying there for long periods of time then I don't see the problem with considering yourself "one of them"

    No they don't.

    There's loads of countries in the EU with free education. Some are EU citizens only mind you but so is Scotland so.

    It comes from this - Latin sēcessiōn- (stem of sēcessiō) withdrawal, equivalent to sēcess (us) (past participle of sēcēdere to secede; see cession ) + -iōn- -ion

    Most commonly used to describe the withdrawal from the Union by the Southern Confederate States in America which led to the Civil War.
